David Velke, RHU®, ChHC®, brings many years of experience in the Insurance industry to FCE. He started his career in 1999 as an Executive Council Agent at a large Life Insurance
company, and has held a variety of roles including Financial Advisor, Registered Investment Advisor, as well as an Independent Insurance Broker.
Starting as an Account Executive at FCE in 2011, David was promoted in 2015 to Director of Account Management, overseeing the daily leadership, management, and strategy of the department.
David has a strong passion for development, and is skilled at breaking down complex issues and explaining them to diverse audiences. He respects the uniqueness of each Client and strives
to be a valued business partner, allowing Clients to focus on their core business.
David resides in Northern Virginia with his family. He has a Life & Health Insurance license and holds the Designation of Registered Health Underwriter and Chartered Healthcare
Consultant from The American College. The RHU® designation demonstrates a high level of knowledge about the principles and practices governing the disability income and the health
insurance business. The ChHC® designation is considered the most comprehensive credential available for healthcare consultants and financial advisors interested in providing clients
with cutting edge information. ChHC® designees are well equipped to provided clients expert advice on a broad range of health insurance related topics including state exchanges;
medical loss rations; ERRP’s, FSAs, HSAs, HRAs, Cafeteria Plans and more.
Rachel Lescallett, PHR, SHRM-CP
Senior Account Executive
With more than 20 years of account management expertise, Rachel has enjoyed working with a wide range of government and private sector clients. She was recently promoted to Senior
Account Executive and specializes in the management, administration, and servicing of her accounts’ employee benefit programs.
Rachel developed her skills and foundation of knowledge, initially within the hospitality industry, working in sales and marketing for large international hotels. She ultimately
became hooked on the ever changing world of employee benefits, becoming an Account Executive and earning her Professional in Human Resources (PHR) and SHRM Certified Professional
(SHRM-CP) designations with a focus on Compliance and Benefits management.
Rachel is a member of the Society of Human Resource Management (SHRM) and is active with the Wiskott-Aldrich and Immune Deficiency Foundations. She received her Bachelor’s
Degree in Business Administration at the University of Georgia, and has her Life & Health Insurance License. She resides in Virginia with her family.
Senior Account Executive
Joining FCE Benefits in 2013, Fernando brings several years of solid human resources and leadership experience to the company. He started his professional career as a Safety Trainer
where he was responsible for ensuring employees understood how to work safely in an industrial setting, following policies and procedures for controlling occupational health, safety,
and environmental hazards.
Moving into a Human Resources Specialist position, Fernando was responsible for implementing, coordinating and the administration of all human resources programs and tasks. Having
worked on several government contracts, and also with Ability One clients on municipal, state, or federal contracts himself, Fernando understands first-hand the challenges and
responsibilities our clients face every day. With that understanding, Fernando’s role as a Senior Account Executive is a natural fit, as he enjoys assisting his clients and
their employees navigate their benefit plans.
Fernando obtained his Bachelor’s degree in Human Resources from Boise State University and recently earned his M.B.A. from Eastern Oregon University. He is licensed in Life and Health insurance and resides with his family in Oregon.
Senior Account Executive
Ricardo joined FCE in 2004 as an Implementation Coordinator, where he was responsible for introducing clients to FCE and our processes, ensuring their plans and funding were
administered correctly. Moving into a Quality Control role, Ricardo audited plan building and eligibility requirements for clients across the country. This role provided him with an
in-depth, working knowledge of our Trust Administration System which he utilizes in his current role.
In 2006, Ricardo was promoted into the Account Management team, and today is a Senior Account Executive, partnering with some of FCE’s largest clients. Understanding the
complexities of today�s governmental regulatory requirements, as well as the uniqueness of each client, Ricardo ensures his client’s plans are designed to meet their individual
Ricardo obtained his Bachelor’s degree in Marketing from Santa Clara University, and has his Health and Life insurance license. He resides in the Burlingame, CA area with his
family, and works out of our Corporate Office.
Bernard came to FCE as an Account Manager in October 2015 bringing over 20 years experience in the insurance industry. Beginning his career in the hospitality industry in 1992,
Bernard moved into the healthcare industry in 1994 as a Customer Service Representative.
Since then he has used his skills in multiple areas in the industry such as provider services, customer correspondence, broker renewal sales, project management and account
management. Bernard specializes in providing quality customer service and developing strong long term relationships with clients.
Bernard holds a Bachelor’s Degree in Business Management as well as Life and Health licenses in Maryland, Pennsylvania, and the District of Columbia.
Account Executive, Guam
Louise joined FCE in 2001 as a Benefits Coordinator in Guam. She brings 30 years of business experience in supervisory and middle management roles in telecommunications, banking,
retail sales, credit/collections, marketing research and plan administration. For 11 years, she managed a Customer Service department that assisted clients with their financial
concerns and questions.
Louise has recently been promoted as an Account Manager for our Guam clients, where she works closely with clients and their employees, as well their medical providers on all
plan aspects. Being a remote location, Louise’s background and passion for providing excellent customer service makes her perfect for the Account Manager role, as she is
able to solve many issues immediately, instead of customers having to wait due to the time change of Guam to the United States.
Louise received her Bachelor’s degree in Business Management with an emphasis in Human Resources, from the University of Guam.
Joining our team in July 2015, Ron Rodriguez brings a wealth of knowledge and expertise of the health insurance field.
Ron has over 30 years of experience in the health insurance industry. His expertise includes several areas of the federal government such as the
Office of Personnel Management, Department of Labor and the Center of Medicare and Medicaid Services.
Ron began is journey in 1988, in the mail room for Anthem Group Services. He quickly moved up to claims processor, then customer service analyst before his
promotion to high client specialist. In this position he handled high end key personnel for the University of Texas group such as Darrell Royal and Earl Campbell.
Ron was the Supervisor of the Customer Service Department at Coventry Health Care for over 13 years, Account Manager for Bravo Health for over 5 years and at
Affordable Health Insurance Agency, he was the Compliance Director.
Since 2008, Ron carries an active Group 1 license for the state of Texas. This General License covers Life, Accident, Health and HMO. He is currently
America’s Health Insurance Plans certified with Medicare and the Affordable Care Act.
Fun Fact: On April 19, 2019, during a golf tournament for the Northside Independent School District, Ron hit a rare “Hole in One” on the 13th hole at
Silver Horn Golf Club. Since this feat, he has retired from playing golf.
