Gary Beckman, President & Chief Executive Officer
Gary is a founder and joint-owner of FCE Benefit Administrators, Inc. Along with Steve Porter, he established the company in 1988 to fill a niche in the fringe-benefit industry.
Born in Brooklyn, New York, Gary began his career jointly in psychology and probability theory, conducting research and teaching at the undergraduate and graduate levels at UCLA and CSPC. In 1972, he founded and directed a residential treatment facility in Los Angeles, specializing in the treatment of substance abusing children and adolescents. He also served as the statistical consultant to Fund Scope, a Stock Market magazine. In 1977 he cofounded Miller-Beckman, a real estate investment and development company. Gary has also been an owner-operater in the restaurant industry.
While studying at At UCLA Gary earned his B.A. and M.A. degrees in Psychology and was advanced to candidacy for the PhD.
Along with his commitment to FCE, Gary and his wife, Allison devote time to UC Berkeley where they are Vice Chairs on the Parents Fund Board and also mentor in the Cal Independent Scholars Network.
Stephen Porter, Chief Operating Officer
Steve is a founder and joint-owner of FCE Benefit Administrators, Inc. Along with Gary Beckman, he established the company in 1988 to fill a niche in the fringe-benefit industry. Steve manages FCE’s operation centers in Texas and California. Additionally, he oversees product development and serves as an all-purpose resource for FCE’s sales and service teams. His experience in the fringe-benefit market adds to over 26 years.
Born in Demopolis, Alabama, Steve graduated with a B.S. Degree from Troy University.
Lou Kent, Chief Actuary
Lou oversees all aspects of plan design and risk analysis.
Prior to joining FCE in 1997, Lou was Vice President and Chief Actuary of Blue Shield of California (1990-1996), and the founding Principal of Central California Actuaries (1984-1990).
Born in Chicago, Illinois, Lou moved to northern California where he earned a B.A. degree in Mathematics from the University of California, Berkley in 1972. He subsequently earned an M.S. degree in Actuarial Science and Applied Statistics from the University of Iowa. His credentials include E.A., M.A.A.A., C.E.B.S., and M.S.P.A.
Diane Lapin, Vice President of Client Management & Managed Care
Diane works with our clients’ HR management to identify benefit product delivery improvement opportunities and to develop creative strategies for problem resolution. More specifically, her areas of responsibility include PBM management, Wellness, Dental and Ancillary services vendor contracting, and rate negotiation. Diane also serves as FCE’s primary carrier relations resource for fully insured health product lines.
Prior to joining FCE’s executive team in 1997, Diane held progressively responsible positions at MetLife HealthCare and Managed Care of America, where she directed the Provider Relations and Network Operations divisions. Moreover, she served as the senior hospital contractor for large national accounts.
John DeCantillon, Director of Operations - San Antonio
John manages the daily operations of the claim, customer service, membership, premium and reinsurance teams housed in our San Antonio Operations Center.
John joined FCE in 2002 with more than 35 years experience in Health Insurance and ERISA environments with companies including The Hartford Insurance Group, Pan-American Life Insurance, Blue Cross\Blue Shield, Corroon & Black Benefits (TPA) and Fox-Everett Benefits (TPA).
John’s deep knowledge of Medicare, Tricare, Medicaid, ERISA, and other state and federal laws and regulations assist FCE in maintaining the highest service standards. Jackie Dold, Executive Director of Plan Implementation and Management
Jackie directs and supervises FCE’s corporate projects, and reviews proposals to evaluate goals, staffing requirements and work-flow to promote organizational effectiveness. She creates and enforces time-tables for plan implementation and oversees the managers of the responsible departments.
When Jackie joined FCE’s executive team in 2000, she brought with her a wealth of managerial experience in medical practice management, provider relations and provider credentialing.
