Gary Beckman, Principal, President & CEO

Gary is co-founder and joint owner of FCE.  He and Steve have grown the company to fulfill their vision of a much needed niche in the benefits administration industry.  His everyday roles include rating, supervising plan designs, enrollment and field support.  He’s also a licensed Life and Health Insurance Broker in California and other states.

In his past careers, Gary has owned fast food restaurants in Orange County and was a Franchise Association Officer and Risk Management Representative.  He was the founder of a Los Angeles real estate development company.  And he funded all this from a 10-year stint as a practicing Clinical Psychologist in Southern California.

When he’s not working, Gary can be found coaching Little League, or spending quality time with his five children.

Stephen Porter, Principal & Senior Vice President of Operations

Steve co-founded FCE with Gary in 1988.  He focuses on continuing to expand the company’s client base, concentrating on product development and new business sales.  In addition, Steve is licensed in California and other states as a Fire, Casualty and Life Insurance broker.

Prior to 1988, he was the principal of a government contracting company.  FCE was a logical progression from his contracting career in which he was a Davis-Bacon Act and Services Contract Act contractor working with family housing, facility and grounds maintenance.  For a decade prior, he was a Vice President at RELCO, Inc., a New York City international marketing firm.

Steve lives in San Mateo and enjoys spending time with his three children.

Diane Lapin, Vice President of Client Management & Managed Care

Diane joined the management team at FCE in 1997 as Director of Managed Care.  With more than 20 years of experience in all aspects of Network contracting and operations, Diane’s expertise enhances FCE’s ability to deliver quality health care products and contributes to the cost effectiveness of FCE’s health benefit plans.  Based in Baltimore, MD, Diane’s division provides a local FCE marketing and operations presence along the Washington corridor.

In previous management positions at MetLife HealthCare and Managed Care of America, Diane directed Provider Relations, Utilization Management, and Network Operations Divisions, as well as served as a senior hospital contract for large national accounts.  At FCE, her additional areas of responsibility include PBM and ancillary services vendor contracting, as well as Carrier Relations for fully insured health product lines.

In recent years, Diane’s scope has broadened in her role as Vice President of Client Management.  She works together with FCE’s clients’ HR management to identify product delivery improvement opportunities and to develop creative strategies for problem resolution.

John DeCantillon, Director of Operations San Antonio

John’s career commenced in 1967 in Hartford, CT upon being employed by Hartford Insurance Group (the Hartford)as their first administrative management trainee for individual and Group Health, Life, and Disability Insurance.  He subsequently managed Hartford division offices in Charlotte, Boston, Chicago and Joliet, IL.

In 1983, he joined the staff of Corroon and Black, the third largest brokerage firm in the US, as Assistant Vice-President of PPO and Self- Funded Plan Administration in Nashville, TN,

In 1986, he joined the staff of Pan-American Life Insurance Company as Division Manager of Operations for offices located in Jackson, MS, Memphis, St. Louis, Nashville and Shreveport, LA.

In 2002, he joined the staff of FCE Benefit Administrators as Director of Operations in San Antonio, TX.
